The Kentucky Early Intervention System (KEIS) Kentucky Early Intervention System, or KEIS (“Keys”), serve infants and toddlers with developmental delays or disabilities by supporting their parents or primary caregivers with education and skill building so they can better support and help their children during the most critical years of growth—helping children build skills early while empowering families.
